The governance of natural resources such as land, oceans, rivers and the atmosphere will have an impact on the consequences of the most serious crisis in the world triggered by natural events such as droughts and floods. How to manage such resources effectively has been the core topic of the study by Nobel laureate Elinor Ostrom. Eleanor founded polycentricism with her husband Vincent Otsrom. Multi-center theory emphasizes the attribution of rights to individuals, local governments and regional NGOs rather than centralization at the global or national level. Ostrom has proposed in recent years a polycentric approach to addressing the issue of climate change caused by humans. In early June, Shinsezo Magazine asked Eleanor to talk about solutions to the issue of climate change and told them that it was inconvenient to work again. However, she hoped that New Generation Sutra would publish the recent news on IRS Interview. When the “New Generation” communicated with the IRIN News Agency, the news of the death of Eleanor suddenly came. This may be the last time Eleanor received media interviews, authorized by the IRIN Chinese published, special issue of this article to commemorate the Ostrom couple.
