Investigating and evaluating young cadres should adhere to the “four lookouts” Gu Jinchi vigorously selected and trained young cadres. The current major problems are not the lack of qualified personnel but the emancipation of the employing people, the lack of courage in employment and the outdated employment concepts. To really choose the young cadres who have both ability and political integrity, we must learn from and make good use of Comrade Deng Xiaoping’s strategic thinking of employing qualified personnel, change the concept of employing people, and let the courage be relaxed.
