为了加强完善绩效考核研究的科学性和逻辑性,使绩效考核实践更易于操作,本文重点探讨了我国疾病预防控制绩效考核中存在的争议问题,对部分考核指标的界定、标准、权重设置等提出了完善思路;针对考核中存在的自评修饰现象,课题组认为可通过绩效得分与完成度、与指标填报错误、与经济发展水平之间规律的把握进行校正,并逐步采取“机构自评+逻辑分析判断+现场重点考核”的形式进行考核;同时,通过对现有疾病预防控制绩效考核信息平台的进一步开发,使其逐步升级为疾病预防控制管理信息与决策平台。
