近二十年来,笔者主要的工作基本都和对外文化交流相关。特别是加入WTO以后,我深深体会到文化作为一个国家软实力所发挥的作用。我以为,在世界民族之林当中,民族不管大小,历史不管长短,国家经济实力不管强弱,文化是平等的。从来没有一个强势文化去消灭了一个弱势的文化。我在参与WTO谈判当中,深深体会到越是小的国家,越是经济弱的国家,它对自己文化越是敏感,你必须尊重它。所以我觉得,文化作为一种软实力,实际上是你本身的交汇能力、交友能力和交融的能力,这个才是软实力。你敢不敢去交汇,善于不善于去交流,有没有这个气度去融合,直关你的软实力。文化凡是产生交汇,第一个反应就是冲撞,这是不可避免的。有
The past two decades, the author’s basic work and foreign cultural exchanges related. Especially after joining the WTO, I deeply appreciate the role played by culture as a country’s soft power. I think that among the nations of the world, regardless of the size of the nation, regardless of the length of history, regardless of the strength of the country’s economy, the culture is equal. Never a strong culture to eliminate a weak culture. During my participation in WTO negotiations, I deeply realized that the more small and the smaller the country, the more economically weak the country, the more sensitive it is to your own culture. You must respect it. Therefore, I think that culture, as a kind of soft power, is actually your own ability to meet, make friends and blend with others. This is soft power. You dare to go to the meeting, good at not good at communication, there is no tolerance to fusion, straight off your soft power. Whenever there is convergence in culture, the first reaction is collision, which is inevitable. Have
