控制乡镇机构编制和财政供养人员增长,切实减轻农民负担,不仅要重视乡镇机构改革、精简人员编制,尤其要重视乡镇机构改革成果的巩固。本文针对乡镇机构改革后人员编制再次反弹的原因,提出转变乡镇职能、理顺管理体制、改善考评机制、提高干部队伍素质、强化编制监管防止人员编制再度膨胀的建议。
We should control the establishment of township and town institutions and the growth of financial support personnel and effectively reduce the burden on peasants. We should not only pay attention to the reform of township organizations but also streamline the establishment of personnel, with a particular emphasis on consolidating the results of township and town agencies’ reform. This article aims at the reasons for the rebound of the staffing establishment after the reform of the township and town organizations and proposes the suggestion of changing the functions of the township, straightening out the management system, improving the appraisal mechanism, improving the quality of the cadres and strengthening the supervision and preventing the staff establishment from inflating again.
