济南军区“某集团军30名师团职干部下连当兵1个月,在部队引起强烈反响。”(见本期第31页)反响为哪般?强烈在何处?是因为“基层官兵从领导干部身上看到我军老传统的恢复与发扬,看到部队建设的希望之所在”;是因为“领导干部从战士身上汲取了政治营养,受到教育与震撼,心灵得到净化,部队一些长期解决不了的问题也迅速得到了解决”。这就是优良传统的魅力!这就是优良传统的威力! 领导干部下连当兵制度,只是我党我军优良传统系列之一。这项制度起始于1957年5月,中共中央发出了关于各级领导干部参加体力劳动的指示;1958年2月,中共中央作出了下放干部劳动锻炼的指示;1958年8月21日至30日的中共中央政治局扩大会议(即北戴河会议)上,毛主席又发布了军队干部下连当兵的指示。总政治部根据党中央和毛主席的指示,于1958年9月作出了关于军队各级干部“每人每年至少要用1个月的时间下连当兵”的规定;1987年颁布的干部服役条例,也依然规定了坚持下连当兵、代职、蹲点制度。我们不厌其烦地引证史料,其意旨在说明:党中央、中央军委作出的干部下放锻炼、军官下连当兵的
