文章认为：当前，在实现两个根本性转变的过程中，迫切需要重新架构及处理好政府与企业的关系，必须进一步强调社会主义市场经济具有主体多元化、契约化、公平竞争、全面开放以及国家宏观调控等特征，其运行主要靠经济的、法律的手段调节，靠法律作保证。与此同时，在集中力量发展大型企业，向规模经济要市场、要效益；抓住重点，加大高新技术投入，围绕企业发展集中科技力量；以及扩大对外开放，突出招商引资，大力保护和发展民族工业等方面，政府与企业应协调好步伐，充分发挥好各自的积极作用。
The article believes that at present, in the process of realizing the two fundamental changes, there is an urgent need to restructure and handle the relationship between the government and the enterprise. We must further emphasize that the socialist market economy has the subject of diversification, contractualization, fair competition, and full openness. The characteristics of the country’s macroeconomic regulation and control, its operation depends mainly on economic and legal methods of regulation, relying on the law as guarantee. At the same time, we will focus on developing large-scale enterprises, and we will seek economies of scale to achieve market efficiency, focus on key issues, increase investment in new and high technologies, and concentrate scientific and technological forces on the development of enterprises; expand opening to the outside world, highlight investment promotion, and vigorously protect and develop. In areas such as national industry, the government and enterprises should coordinate their efforts and give full play to their respective positive roles.
