高校校办企业存在校企不分、产权不清、缺乏制约和激励机制等诸多问题,高校企业改制过程中存在存量资产如何切割、增量资产如何规范和员工身份如何置换的难题。高校企业改制的关键是设立资产经营公司、进行产权界定、整合校企资源、处理好人员分流问题,从而建立起现代企业制度,形成有效的激励和约束机制。
The existence of school-run enterprises in colleges and universities has many problems, such as the difference between school and enterprise, unclear property rights, lack of restriction and incentive mechanism, the problem of how to cut the existing assets and how to regulate the incremental assets. The key to the reform of enterprises in colleges and universities is to set up asset management companies, define property rights, integrate school resources, handle diversion of personnel, and establish a modern enterprise system so as to form an effective incentive and restraint mechanism.
