涪江为嘉陵江的主要支流,是四川省八大通航干道之一,流域面积36400平方公里。永安电站位于涪江中游,此电站系引水式电站,于1958建成,此后多次扩建,至1983年最后一次扩建,总装机容量为4500千瓦,引水流量为63米~3/秒。涪江中游段为山区河流,枯水流量小,自电站引水后,大大削弱了引水河段的流量,造成濒于断航的困境。为解决电航争水的矛盾,经研究决定利用引水渠通航,为此,需在引水渠的进口及出口处各设一座船闸,以克服引水渠的进口处取水防沙闸及渠道出口处的电站的水头,通航渡槽就是出水口船闸与电站前池的衔接建筑物。 渡槽于1986年9月底竣工。
