提出独立权、生存权、发展权是首要人权这一观点,是中国对当代世界人权理论和实践的重大贡献。《中华人民共和国体育法》确定的“国家发展体育事业,开展群众性的体育活动,提高全民族身体素质”的体育工作基本方针,正是屹立于世界民族之林的新中国不断维护和改善人民生存权、发展权的有力体现。最近,围绕人权问题与北京申办奥运会以及中国体育和奥林匹克运动发展的关系,北京 2008年奥运会申办委员会曾专门组织会议,邀集中国人权研究会、中国社会科学院、外交部国际司、国家体育总局政策法规司等有关方面专家、学者进行讨论。会上,有代表提出:近年来体育事业发展尤其是开展全民健身活动所取得的成就,本身就是中国政府努力改善人权状况的有力证明,应当予以公布,并借此使世人对中国人民生活水平和国民素质的提高有一个更为客观公正的评价。上述观点得到了国家有关部门的高度重视,并在日前发布的《 2000年中国人权事业的进展》白皮书中得到充分体现。本文作者即是当时参与提出上述主张的有关人员之一。本刊发表此文意在使体育系统的广大读者对坚持体育工作基本方针,促进人权事业更大发展有一个更为全面、深入的认识。
It is China’s major contribution to the theory and practice of human rights in the contemporary world that the right to independence, the right to exist and the right to development are the primary human rights. The basic principle of sports work stipulated in the “Sports Law of the People’s Republic of China, Carrying Out Mass Sports Activities and Enhancing the Physical Fitness of All Ethnic Groups” as stipulated in the “Sports Law of the People’s Republic of China” is precisely the new policy of the People’s Republic of China Right to life, a strong expression of the right to development. Recently, focusing on the relationship between human rights issues and Beijing’s bid to host the Olympic Games and the development of China’s sports and Olympic games, the Beijing 2008 Olympic Games Bid Committee organized a special meeting to invite China Human Rights Research Association, Chinese Academy of Social Sciences, International Department of Foreign Affairs, General Administration of Sport policies and regulations Secretary and other relevant experts and scholars to discuss. At the meeting, some representatives said: In recent years, the development of sports undertakings, especially the achievements made in carrying out the nationwide fitness program, is itself a strong proof of the Chinese government’s efforts to improve human rights conditions and should be announced. In this way, the world should be made aware of the Chinese people’s standard of living and There is a more objective and fair evaluation of the improvement of the quality of the people. These views have received the attention of the relevant state departments and are fully reflected in the white paper “Progress of China’s Human Rights Cause in 2000” recently released. The author of this article was one of those involved in making the aforementioned claim. The publication of this article aims to make the readers of the sports system have a more comprehensive and in-depth understanding of the basic principles of sports work and the greater development of human rights.
