中国、俄罗斯及东欧可以被看作是过去20年间大规模全球化的几个主要范例。虽然都扩大了市场力量的作用范围,但就经济增长速度而言,只有中国可以说是一个明显的成功范例,俄罗斯是一个失败的例子,而东欧的情况则乏善可陈。这些国家迥然不同的经验表明,全球化的成功与否同这些国家的国家政权条件有着一种函数关系。不同改革模式产生出不同类型的经济体制。从其经验中可以得出这样的结论,成功的全球化并不意味着用市场去取代国家政权。相反,全球化要求在市场扩张的同时还必须让国家的力量扩张。
China, Russia and Eastern Europe can be seen as the major examples of the massive globalization of the past two decades. Although both have expanded the scope of market forces, only China can be said to be an obvious example of success in terms of economic growth rate. Russia is a failed example, while the situation in Eastern Europe shows signs of weakness. The very different experiences of these countries show that the success of globalization has a functional relationship with the conditions of state power in these countries. Different modes of reform produce different types of economic systems. From its experience, it can be concluded that successful globalization does not mean replacing market power with state power. On the contrary, globalization requires that while the market expands, the power of the nation must also be expanded.
