西藏农牧区中小学教师流动呈现出流速快、频率高和流出教师以外地新任教师及中青年骨干教师为主的突出特征。究其原因,是自然地理环境、经济发展、文化习俗、教师流动管理制度和教师来源等方面的特殊性综合作用所致。制定相关教师流动政策、提高教师工资待遇、实行教师定期流动制度、加大本地师资培养力度和促进教师专业发展,可以促进西藏农牧区中小学教师合理流动。
The flow of primary and secondary school teachers and teachers in Tibet’s rural and pastoral areas has shown the outstanding features of high flow rate, high frequency and out-of-home teachers and young and middle-aged backbone teachers. The reason is due to the special effects of the natural geographical environment, economic development, cultural practices, teacher flow management system and the sources of teachers. The formulation of relevant teacher flow policies, the improvement of teachers’ salaries, the implementation of teachers’ regular flow system, the enhancement of local teacher training and the promotion of teachers’ professional development can promote the rational flow of teachers in primary and secondary schools in Tibet’s rural and pastoral areas.
