目的:分析部队集训公共卫生事件风险,为科学开展部队重大活动公共卫生安全保障提供科学依据。方法:在对集训地域进行卫生与流行病学调研基础上,结合文献调研资料、经验判断,确定公共卫生事件发生的可能性及严重性,利用风险矩阵分析方法,确定各类事件的风险水平。结果:确立传染病疫情事件、食品安全事件、水安全事件、病媒生物引起的公共卫生事件及其他群发事件共5类50种风险事件,包括高风险事件20种,中度风险事件23种,低风险事件7种。高风险事件分别为流行性感冒、腺病毒感染、感染性腹泻、细菌性痢疾、鼠疫,沙门菌食物中毒、变形杆菌食物中毒、致病性大肠杆菌食物中毒、金黄色葡萄球菌食物中毒、四季豆中毒、豆浆中毒、毒蘑菇中毒、毒鼠强等急性鼠药中毒、有机磷农药中毒、亚硝酸盐中毒、砷化物中毒、旋毛虫病、水源污染事件、病媒生物大量孳生以及中暑。结论:本研究为部队集训演习公共卫生保障筹备工作提供了直接决策依据和指导建议。
OBJECTIVE: To analyze the risk of military training of public health emergencies and provide a scientific basis for scientific public health and safety assurance in carrying out major military activities. Methods: Based on the investigation of health and epidemiology of training camps, combined with literature survey data and experience judgment, the possibility and severity of public health incidents were determined. The risk matrix analysis method was used to determine the risk level of all kinds of incidents. Results: There were 50 kinds of risk events in 5 categories including epidemic situation of infectious diseases, food safety incident, water safety event, public health event caused by vector organism and other mass incidents, including 20 kinds of high risk events, 23 medium risk events, 7 kinds of low-risk events. High-risk events were influenza, adenovirus infection, infectious diarrhea, bacillary dysentery, plague, Salmonella food poisoning, Proteus food poisoning, pathogenic E. coli food poisoning, Staphylococcus aureus food poisoning, green beans Poisoning, soymilk poisoning, poisonous mushroom poisoning, poison rat poisoning and other acute rat poisoning, organophosphorus pesticide poisoning, nitrite poisoning, arsenic poisoning, trichinosis, water pollution incidents, a large number of vector breeding and heat stroke. Conclusion: This study provides direct decision-making basis and guidance for the preparation of public health security for military training exercises.
