21世纪的中国已经不是一个封闭的国家,中国的能源安全、经济发展和政治的稳定都和国际局势有着越来越直接而密切的联系。一个国家要达到本国的发展目标已经不能仅仅依靠国内的资源和资金,从这一点来说,中国的发展依赖于世界。不可否认,中国仍是世界上极少数没有完成统一的大国,海峡对岸分裂势力的嚣张以及敌对大国可能的军事介入要求我们必须做好军事斗争的准备。此外,中国与周边一些国家还存在着比较严重的海洋领土纠纷,我国南海的海洋国土面临着一些国家的蚕食,东海面临着海洋油气田和钓鱼岛之争,黄海则面临着黄海大陆架潜在的争端。以上种种现实使我们清醒地认识到我国面临着严峻的周边环境,而解决这些问题的实力后盾就是海军。然而到今天为止,人民海军的作战体系并不十分健全,现状和形势的要求不相符合。实事求是地讲,在中国海军的发展过程中,我们现今仍在奉行的近海防御战略是起过很大积极作用的。但是我们也必须看到,仅仅近海防御是远不能满足国家未来需要的。由于我国与西方发达大国在经济、工业和科技能力上的差距,人民海军走向远洋的路途不会平坦。为确保在战时有一支“招之能来,来之能战”的精干而强大的海上力量,笔者认为我国海军应该本着“积极稳妥,小步快跑”的原则加快发展,而直升机航母正是执行此发展战略的最好跳板。 China in the 21st century is no longer a closed country. The maritime territory in the South China Sea is facing encroachment by some countries. The East China Sea faces the dispute between the offshore oil and gas fields and the Diaoyu Islands. The Yellow Sea is facing a potential dispute over the Yellow Sea continental shelf. The above realities make us soberly aware that our country is facing a harsh surrounding environment, and the strength behind these problems is the navy. However, up to now, the operational system of the People’s Navy has not been very sound, and the status quo and the demands of the situation do not match. To be realistic, in the course of the development of the Chinese navy, the coastal defense strategy we are still pursuing today has played a very significant and positive role. However, we must also see that offshore defense alone can not meet the needs of the country in the future. Due to the disparity in economic, industrial and technological capabilities between our country and the developed western countries, the journey of the People’s Navy to the ocean will not be smooth. In order to ensure that there is a capable and powerful maritime force capable of “striving for and coming to war” in wartime, the author believes that our navy should accelerate its development on the principle of “active and steady operation with small steps and quick strides,” while the helicopter carrier It is the best springboard for implementing this development strategy.
