Standards and Structure of Skilled Talents According to a survey released by the Advisory Body on Political and Economic Risk in Hong Kong on August 25, 1999, among the Asian countries, the qualifications of skilled workers in Japan rank first, and the rank of Taiwan in China Second, Singapore ranks third and China ranks eighth.
