在经济高速发展的当代社会,资本在组织中的作用在渐渐发生变化,变得不再是组织中最重要的组成部分。资本更多地作为一个组织的基础、助力存在。而在组织中,人的作用则不断变大,人力资源在组织中的地位越来越高。而且组织间的竞争,除了资本、技术外,更大程度上是人才的竞争。具有高层次人才的组织,往往具有更好的发展前景。因此随着人力资源在组织中具有越来越重要的意义,对人的管理和利用也因此显得更加重要。本文对公立医院人事管理中旧有模式中存在的问题进行了深入剖析,并就公立医院由人事管理向人力资源管理转变的方法提出了建设性意见。
In the rapidly developing contemporary society, the role of capital in the organization is gradually changing and becomes no longer the most important part of the organization. Capital is more the foundation of an organization that helps to survive. In the organization, the role of people is constantly increasing, and human resources are becoming more and more important in the organization. And the competition among organizations, in addition to capital and technology, is to a large extent the competition of talents. Organizations with high-level talent often have better prospects for development. Therefore, with the human resources in the organization has an increasingly important significance, the management and utilization of people is therefore more important. In this paper, the existing problems in the old mode of personnel management in public hospitals are analyzed in depth, and constructive suggestions are put forward on the ways of public hospitals changing from personnel management to human resource management.
