回顾了华东电力集团公司近几年来在加强科技工作的领导；加大科技投入的力度；抓住重点项目、协作攻关；大力推广科技成果以及科技成果对电网的作用（即形成了较强的输变电主网架、机组技术水平明显提高等）等方面的工作，并对华东电力集团公司今后科技工作的战略目标、科技工作的职责分工和管理办法、科技工作的投入以及科技人材的培养等方面工作作了具体的展望。最后指出，必须紧紧依靠科技进步，努力实现电力生产、建设两个根本性转变
