当前,县级政府职能转变不到位和管理方式上存在的问题,已经严重制约了政府作用的发挥,甚至使县级政府陷入管理困境。对这一问题,以往研究的关注点多放在政府体制机制上,对管理方式造成的管理困境研究得较少或不够深入,对管理方式创新在政府管理中的作用缺乏深刻认识,致使县级政府摆脱管理困境缺少有效途径。本文依据新公共管理理论和新公共服务理论,按照县域特点和县级政府职能的要求,提出了平等对话、分工合作、契约方式、政府购买服务、委托经营等管理方式,并分析了这五种管理方式的要点、适用性,供县级政府在管理方式创新中借鉴。
