The quantity, quality and combination of land and water resources have a profound impact on the socio-economic development prospects of a region. As an agricultural county, Cele County has large land area but lack of water resources and uneven seasonal distribution. In the process of land development, unbalanced development and utilization of water and soil resources often affect the ecological environment and social and economic development. The county is facing a serious problem of poverty and ecological environment, an important reason. Combining with the utilization of water and soil resources in this area, the author put forward some feasible measures to guide the efficient and sustainable utilization of water and soil resources in this area. The research provides the basis for efficient use of water and soil resources, equal protection and rational utilization, and sustainable development of the region.
