EPC模式在国内的应用发生了一些变异,从而导致了一些新问题的产生。2008年,中国石油做出了在国内大型石油石化项目建设上积极推行“业主+PMC+EPC”项目管理模式的战略决策。在此背景下,2009年中国石油首先选择宁夏石化炼油项目作为试点,以“工厂化EPC总承包”模式作为项目实施阶段的管理模式。这一模式彻底改变了以往分装置EPC管理模式,大大减少了业主的协调工作量,给予EPC总承包商充分的发挥空间。项目于2011年底建成投产,在工期、成本和质量等方面创造了中国石油同类建设项目的新纪录。
Some changes have taken place in the application of EPC mode in our country, resulting in some new problems. In 2008, PetroChina made the strategic decision to actively implement the project management mode of “Owner + PMC + EPC” on the construction of large domestic petroleum and petrochemical projects. In this context, PetroChina first selected Ningxia Petrochemical Refinery Project as a pilot in 2009, and adopted the “EPC EPC” model as the management mode during the project implementation phase. This model has completely changed the past sub-device EPC management mode, greatly reducing the coordination of the workload of the owners, give EPC general contractor full play space. The project was completed and put into production by the end of 2011 and created a new record for the similar construction project of PetroChina in terms of construction period, cost and quality.
