本文根据水库淤积的一般规律、南方一些水库淤积调查、数学模型的计算和过去作者研究三峡水库的经验,论证了三峡水库泥沙问题在原则上已研究清楚,可以满足方案选择的要求。这就是说泥沙问题不是兴建三峡工程的拦路虎。文章首先指出三峡水文泥沙资料是可靠的,数学模型采用的数据是合理的。其次,介绍了三峡水库可能的淤积过程,指出了至最终平衡时,能保留87%以上的防洪库容和90%以上的发电调节库容,并介绍水库之所以能做到长期使用的原因。第三部分引用了淤积引起的洪水抬高的研究结果,以及从方案选择方面控制重庆水位抬高。第四部分分析了变动回水区重庆以下航道水深,指出从全局看较之天然河道航深有较大的改善;这不仅由于水库变动回水区的一般规律,而且还在于采用了作者建议的航道控制调度原则。第五部分讨论了重庆港区的四个泥沙问题,除高方案边滩淤积对重庆港区码头可能会造成一些麻烦外,其它问题是可以解决的。
Based on the general rules of reservoir deposition, the investigation of siltation in some reservoirs in South China, the calculation of mathematical model and the experience of the author in the past study of the Three Gorges Reservoir, this paper proves that the sediment problem of the Three Gorges Reservoir has been studied in principle and can meet the requirements of scheme selection. This means that the problem of sediment is not a stumbling block to the construction of the Three Gorges Project. The article first points out that the hydrological and sediment data of the Three Gorges Project are reliable and the data used in the mathematical model are reasonable. Secondly, the possible deposition process of the Three Gorges Reservoir is introduced. It is pointed out that up to 87% of the flood control capacity and 90% of the generating capacity can be retained until the final equilibrium is reached, and the reason why the reservoir can be used for a long time is described. The third section cites the results of the research on flood elevation caused by siltation and the control of Chongqing water level elevation from the aspect of program selection. The fourth part analyzes the water depth of the waterway below Chongqing in the fluctuating backwater area and points out that there is a big improvement in the navigational depth of the natural river from the global perspective. This is not only due to the general law of the fluctuating backwater area of the reservoir but also, Waterway control scheduling principles. Section 5 discusses the four sediment problems in the port area of Chongqing. Except for the high-profile beachside sedimentation, which may cause some inconvenience to the dock area of Chongqing Port, other problems can be solved.
