2015年,联合国迎来成立70周年。同联合国其他领域的改革一样,非政府组织作为国际关系中日益重要的非国家行为体,如何在这个最具代表性的多边政府间国际组织中进一步发挥作用,广受关注。本文旨在通过梳理非政府组织参与联合国的法理基础与规则实践,探讨其未来发展趋势,即非政府组织不断扩大参与联合国工作的情况及其对非政府组织国际法地位问题的影响,并提出中国非政府组织参与联合国工作的建议。结论是,在经济全球化、国际关系多极化的大背景下,非政府组织扩大参与联合国工作乃大势所趋;中国非政府组织不断加强自身能力建设,更实质性地参与联合国工作,增强中国的话语权,提升中国的软实力,势在必行。
In 2015, the United Nations ushered in its 70th anniversary. Like reforms in other areas of the United Nations, NGOs, as an increasingly important non-State actor in international relations, have drawn much attention as how to further their role in this most representative international multilateral intergovernmental organization. The purpose of this paper is to explore the future development trend of non-governmental organizations participating in the legal foundation and rules practice of the United Nations, that is, the non-governmental organizations’ expanding participation in the work of the United Nations and its impact on the status of non-governmental organizations in international law. Proposals for government organizations to participate in the work of the United Nations. The conclusion is that in the context of economic globalization and multi-polarization of international relations, it is the general trend for non-governmental organizations to expand their participation in the work of the United Nations. China’s non-governmental organizations continue to step up their own capacity building and more substantively participate in the work of the United Nations and enhance the discourse of China. Right to upgrade China’s soft power, it is imperative.
