目前我国城乡经济发展失衡的根本原因在于以户籍制度为核心的二元体制,这严重制约和影响了我国国民经济健康发展和社会的稳定和谐。户籍制度改革则是统筹城乡综合配套改革的关键所在,必须把握“城乡统筹”这一正确方向,逐步剥离附加在户籍制度背后的利益关系。本文首先分析了二者之间的关系,然后结合问题提出统筹城乡发展与户籍制度改革有机结合的建议。 At present, the fundamental reason for the unbalanced economic development between urban and rural areas lies in the dual system with the household registration system as the core. This seriously restricts and affects the healthy development of our national economy and the stable and harmonious society. The reform of the household registration system is the key to coordinating the comprehensive reform of urban and rural areas. We must grasp the correct direction of “urban-rural co-ordination” and gradually divest the interest relations attached to the household registration system. This paper first analyzes the relationship between the two, then proposes the combination of urban and rural development and the reform of the household registration system in combination with the problems.
