As the second largest water transport artery in the country, the historical status of the Pearl River and its contribution to the economy along the Yangtze River are beyond doubt. However, as far as the river itself is concerned, every section of the river has not been treated fairly and it is difficult for the upper and lower reaches to enjoy the same dividend for water transport development. Pearl River is China’s Yangtze River after the longest navigable mileage, the highest value of the river shipping. Its size 774 rivers, abundance of rivers and numerous tributaries, to the shipping of the Pearl River to provide superior natural and geographical conditions. However, the Pearl River, which occupies an ideal location, still can not say that it has nurtured a mature and perfect water transport market. The extreme backwardness of the middle and upper reaches and the rapid development of the lower reaches form two extreme contrasts.
