In recent years, with the reform of the personnel system of local cadres, some localities and enterprises implement a recruitment system for full-time armed cadres in their armed forces. In our investigation and study, we found that recruiting cadres employed more harm than good. From a system perspective, the recruitment system is a new system of selecting and using cadres that has emerged in the reform of the cadre and personnel system.
