针对小型水利工程老化失修严重,管理资金短缺,自我维持能力低等问题,烟台市建立了以完善水利管理服务体系和管理制度、固定资产管理制度、水费成本核算制度和水利发展基金制度为主要内容的小型水利工程企业化管理模式.通过广泛宣传、加强领导、组织培训、制订达标条件、开展达标活动、严格验收、统一发证等一系列措施,使这一管理模式得以推广,提高了全市工程管理水平,增加了水费收入,促进了水利基础产业的发展.
