《中国青年报》报道:湖南省常宁市的一位村主任蒋时林,以一名普通纳税人的身份将常宁市(县级市,隶属于湖南省衡阳市)财政局告上了法庭,要求法院认定该市财政局超出年度财政预算购买两台小车的行为违法,并将违法购置的轿车收归国库,以维护纳税人的合法权益。对此,常宁市财政局局长周年贵反问道:“如果每个人都起诉,那岂不是给购车的单位带来很多的麻烦?”他同时质疑,原告蒋时林是一个农民,现在已经取消农业税了,他是否具有纳税人的资格呢?“即使他有缴税,那缴的税到底够不够买一台车呢?”
