在会计基础工作中，数据不准确，手续不完备，核算不及时，开支不真实等许多薄弱环节普遍存在，特别是假报表，假数据和假发票的“三假”现象，已经严重干扰了正常的会计工作秩序，在今后一段时间，这些问题要认真加以统一规范，认真分析研究解决，进而推进会计工作的全面发展。
