我国铁路运输业政企合一、垄断经营的规制模式存在诸多弊端。文章基于规制改革视角,对客运市场竞争进行的实证分析显示,公路和民航已经与铁路形成竞争,且存在不同竞争模式;提速可以提高铁路在中长途客运市场上的竞争力,在中短途客运市场上效果不明显;可以利用行业外部竞争激励铁路运输业提高经营绩效;应调整规制重点,整合规制部门。
The combination of government and enterprises in the railway transport industry in our country has many drawbacks in the regulatory model of monopolistic operation. Based on the perspective of regulatory reform, the empirical analysis of the passenger transport market competition shows that the highway and civil aviation have already formed the competition with the railway, and there are different modes of competition; speeding up can increase the competitiveness of the railway in the mid-long-distance passenger transport market, The effect is not obvious; you can use the external competition in the industry to stimulate rail transport industry to improve business performance; regulation should focus on the regulation, integration regulatory department.
