进入规制影响创业活动,这往往是许多发展中国家失业率较高、经济发展缓慢的重要原因。有鉴于此,利用2005-2014年跨国面板数据,通过构造联立方程组模型分析了进入规制对创业活动的影响,并讨论了其它控制变量的影响。研究发现,进入规制导致规制滞后延长了企业注册时间,对创业活动产生消极影响;另外,人均GDP的提高、制度的完善有利于降低进入规制成本,但是这种影响具有递减效应;进一步分析控制变量发现,低收入国家人口因素对创业活动影响显著,中等收入国家主要体现在经济因素上,高收入国家主要源于经济和制度因素。因此,在实施行政审批制度改革、优化创业环境、推进经济发展的同时,应对经济发展水平不同的地区辅以不同的政策。
Access to regulation affects entrepreneurship, which is often an important reason for the high joblessness and slow economic growth in many developing countries. In view of this, using the multinational panel data from 2005 to 2014, this paper analyzes the influence of entry regulation on entrepreneurial activity by constructing the simultaneous equations model and discusses the influence of other control variables. The study found that the entry into the regulation led to the lag of regulation, which extended the registration time of enterprises and had a negative impact on the entrepreneurial activities. In addition, the per capita GDP and the perfection of the system were conducive to reducing the entry cost of regulation, but the effect had a diminishing effect. Further analysis of the control variables It has been found that demographic factors in low-income countries have a significant impact on entrepreneurship, while middle-income countries are mainly reflected in economic factors, while high-income countries derive mainly from economic and institutional factors. Therefore, while implementing the reform of the administrative examination and approval system, optimizing the entrepreneurial environment and promoting economic development, different policies should be supplemented in areas with different levels of economic development.
