民国时期，国民政府资源委员会与美国垦务局合作，从1944年开始，经过认真的勘测设计和论证，到1948年初提出了一个庞大的长江三峡综合开发计划。这个计划具有防洪、发电、航运、灌溉等多方面的效益，可带动长江流域经济的发展，在我国水电事业发展史上是一件大事，为我们今天兴建三峡工程提供了值得参考的经验。但由于国民政府资金短缺，技术落后，也由于国民党发动内战等原因，导致该计划落空。
During the period of the Republic of China, the National Government Resource Committee, in cooperation with the Bureau of Reclamation of the United States, started from 1944 through careful survey, design and demonstration. By early 1948, it proposed a huge comprehensive plan for the development of the Three Gorges of the Yangtze River. This plan has various benefits such as flood control, power generation, shipping and irrigation. It can drive the economic development of the Yangtze River basin and is a major event in the history of hydropower development in our country. It provides valuable reference for the construction of the Three Gorges Project today. However, due to the lack of funds and the backward technology of the National Government, the plan was also defeated by the civil war launched by the KMT and other reasons.
