社会经济的飞速发展促进了各行各业的改革工作,自然也少不了干部人事制度的改革。可是,现阶段的干部人事制度正处在改革的艰难阶段,在对干部人事制度改革创新的过程中受到了来自思维、制度、利益等方面阻力和困难。而且,干部人事制度改革工作需要各方面的动力作为支撑,需要来自于经济社会发展的根本动力、党领导的主导动力、人民群众支持与参与的基础动力、干部团队结构优化的组织动力,如果无法有效缓解这些问题就会影响干部人事制度的改革工作落实。基于此,该文首先针对新常态下干部人事制度改革所面临的阻力和困境进行了分析,之后在此基础上提出了相应的深化改革措施,希望能真正实现对干部人事制度的深化改革。
The rapid socio-economic development has promoted the reform of all walks of life and naturally led to the reform of the cadre and personnel system. However, at this stage, the cadre and personnel system is at a difficult stage of reform. In the course of reform and innovation of the cadre and personnel system, the cadres and personnel system have been facing resistance and difficulties from the aspects of thinking, system and interests. Moreover, the work of reforming the cadre and personnel system needs all-round motivation as its support. It needs the fundamental motivation for economic and social development, the leading motivation for the party’s leadership, the basic motivation for the people’s support and participation, and the organizational impetus for the optimization of the cadre and team structure. To effectively alleviate these problems will affect the implementation of the reform of the cadre and personnel system. Based on this, the article first analyzes the resistance and difficulties faced by the reform of the cadre and personnel system in the new normal, and then puts forward corresponding measures to deepen reform in the hope of truly deepening the reform of cadre and personnel systems.
