人事制度改革是卫生改革的重要组成部分。改革并不可能一帆风顺,必然会遇到各种阻力。我们要进行人事制度改革,从心理学角度就必须把排除阻碍改革的必理因素作为一个重要问题来探讨,以便保证人事制度改革的顺利进行。 (一)人事制度改革是大势所趋,势在必行 要充分发挥人才的作用,则有赖于人事制度的改革。因为人事制度关系到整个国家和每个人的发展与前途。科学的人事制度,有利于充分发挥人的主动性和创造性,加快建设社会主义市场经济体制,实现国民经济持续、快速、健康发展;相反,只能埋没和压制人才,阻碍社会主义市场经济的发展。党的十一届三中全会以来,在党的“抓住机遇,深化改革,扩大开放,促进发展,保持稳定”方针的指导下,人事制度进行了一系列的改革。它的根本目的就是为了使人事制度更好地适应社会主义市场经济体制。事业单位的人事制度改革要继续按照“脱钩、分类、
