香港中文大学政治与行政学系的周保松先生去年在《南风窗》十六、十七期上接连发表《市场、金钱与自由》和《贫穷、自由与公正》两篇文章,详细阐述了其对于“自由至上主义”(libertarianism)以及相应的市场原教旨主义的批评意见,并进而提出了由国家提供教育、医疗、失业、养老等一系列社会保障,来弥补市场缺陷的政策主张。笔者并不反对周先生认为需要进行税收再分配的主张,但他的观点之所以激起了不少的批评与质疑,恐怕与他的论证过程不够充分、以及对
Mr. Zhou Baosong, Department of Political Science and Administration, The Chinese University of Hong Kong, published two articles entitled “Market, Money and Freedom” and “Poverty, Freedom and Justice” successively in the 16th and 17th Issue of “South Wind Window” last year. Criticized “libertarianism” and the corresponding market fundamentalism, and then put forward the policy proposals of the state to provide a series of social security systems such as education, medical care, unemployment and old-age pension to remedy market imperfections. The author does not oppose Mr. Zhou’s claim that tax redistribution needs to be made. However, his argument has aroused quite a lot of criticism and doubt, and I am afraid his argument is not sufficiently substantiated.
