黑龙江省第二公路工程处是国营大型企业黑龙江省公路桥梁公司的直属施工单位,现有职工1506人,固定资产净值2275万元,去年七月份晋升为国家二级企业。由于诸多因素影响,这个处在1988年以前的一段时间,管理比较混乱,1988年严重亏损,经济效益滑入了低谷。面对严酷现实,处党政班子并没有被困难吓倒,在1989年职代会上向全处职工发出“从困境中奋起,在改革中前进”的号召。三年来他们积极深化企业内部改革,自立自强、努力拼搏,当年扭亏为盈,并连续两年成为全公司的创利大户,1991年仍为全公司实现利润最多的单位。他们的做法:一是坚持集权管理,充分发挥了工程处的管理职
The Second Highway Engineering Office of Heilongjiang Province is a direct construction unit of the state-owned large-scale enterprise Heilongjiang Provincial Highway Bridge Co., Ltd. It has 1,506 employees and a net fixed asset value of RMB 22.75 million. In July last year, it was promoted to a national second-tier enterprise. Due to the influence of many factors, this period was in a period of time before 1988. The management was relatively chaotic.
