我国房地产业经过二十几年的发展,己经从占国民经济很小比重发展成为国民经济支柱产业之一,已经从最开始的混乱发展状态逐步规范化、成熟化、产业化,己经从开始时地超常规发展过度到现在的平稳健康发展时期。但是,我国现阶段房地产开发投资规模偏大,投资的增长速度及投资结构仍不尽合理,投资增长速度过快,与国民经济发展不协调;投资结构偏向于别墅、高档公寓等,中低价住宅投资偏小,建设量不足,造成我国现阶段房价偏高的局面,不利于和谐社会的建设,不利于国民经济的健康发展,因此,需要采取措施进行调控,协调房地产投资与国民经济的和谐发展。
