建设机关绩效管理体系是我们党深入落实科学发展观,加强和巩固党的执政地位、提高党的执政能力、推进社会主义民主和党内民主建设的现实要求。党的十七届四中全会提出,要推行政府绩效管理和行政问责制度,建立科学合理的政府绩效评估指标体系和评估机制,提高政府执行力和公信力。中共中央在“十二五”规划的建议中也提出要加大促进科学发展重大部署的考评和问责力度,提出在各级党政机关建立机关绩效考评工作制度。2010年,国家设立专门机构——
Building a performance management system for organs is a realistic requirement for our party to thoroughly implement the scientific concept of development, strengthen and consolidate the party’s position as a ruling party, enhance the party’s ability to govern, and promote the building of socialist democracy and inner-party democracy. The Fourth Plenary Session of the 17th CPC Central Committee proposed that a system of government performance management and accountability should be implemented and a scientific and reasonable government performance evaluation index system and evaluation mechanism should be established so as to enhance the government’s implementation and credibility. In its “Twelfth Five-Year Plan” proposals, the CPC Central Committee also proposed to increase the assessment and accountability for the major deployment of scientific development and put forward the system of organ performance appraisal at all levels of party and government organs.
