社区作为社会大系统的子系统,是一个具有多种功能的小社会,也是预防犯罪的主阵地。社区警务是预防犯罪的主要手段,社区安全保卫组织和群防群治网络是预防犯罪的生力军,人防、物防、技防是社区实施犯罪预防的基本措施。要有效预防犯罪,还有赖于社区功用的充分发挥。
