2005年以来,哈尔滨市公安交警支队在市委、市政府和上级公安机关的正确领导下,紧紧围绕“努力快发展,全面建小康,振兴哈尔滨”的总体目标,多策并举、戮力攻坚,不间断地开展交通整治和预防交通事故工作,在全市月均新增机动车1200余辆、新增机动车驾驶人3000余人的情况下,实现了道路交通事故次、亡、伤、损“四项指标”全面大幅度下降的历史性突破。我们的主要作法是:一、坚持“大安全”的管理理念,将预防道路交通事故向健全机制上延伸(一)实行支队各级领导责任制。从支队班子成员做起,各级领导干部分路段包督导、包检查、包协调、包整改、包责任。在民警路面执法时推行了遏制交通事故发生苗头劝返制,发现交通事故苗头时,不消除交通违法行为,不排除交通事故隐患,决不放行。对具备劝返条件的,要劝其返回出发
