科学技术作为第一生产力,已成为推进社会进步和经济社会持续发展的主导力量和驱动力,应该用“科技力”这样的概念来表述其特殊重要的作用。科技力是指符合科学发展观要求的、社会生产力中最活跃的因素——人的能力在知识、实践上的综合体现与社会物质生产资料结合的产物,是人类在正确的科学观、科学精神指导下,所拥有的科学知识和对科技资源的开发、转化,运用科技的能力进行学科建设,提升科技体制、机制的科学化程度与科技竞争能力、科技创新能力、科学管理能力等的总和,是社会物质和精神生产力的代表,是人类社会进步和竞争力提高的重要标志。推进社会经济的发展,必须依照可持续发展的要求来提升社会的科技力,来处理好社会经济可持续发展与科技力提升间相互作用的关系。本文从把握科技力的发展要求、规划设置、创新体系建设、人才的关键作用、外力支持等方面,对如何提升科技力进行了分析和探讨。
