黄土高原生态环境建设的科研实践与认识

水土保持科学研究四十年水保所成立于1956年,是中国科学院在西北地区建立的最早的科研机构之一。40多年来,几代科技人员长期在艰苦的水土流失地区开展科研工作,为国家和区域生态环境建设作出了重要贡献。50年代中期,水保所一大批科研人员参加了黄土高原水土保持综合考察。这是由中科院组织的第一次大规模的对黄土高原的综合考察。这次考察为以后的水土保持科研奠定了基础。60年代,大批科技人员深入到黄土高原水土流失严重地区蹲点搞科研。1973年,一批科技人员到水土流失严重的安塞纸坊沟,建立了水保所第一个科研基点。1974年,该所接受了在延安地区开展飞机播种造林种草的科学试验任务。到1980年,这项试验获得了重要成果,邓小平等中央首长作了重要批示。接着,这项试验在黄土高原更大范围展开,并取得重大成果。该项成果获1986年国家科技进步二等奖。80年代初,水保所在宁夏南部的固原和陕西的长武,建立了科研基点。“七五”期间,水保所承担了国家科技攻关项目“黄土高原综合治理”任务,该项目包括15个专题。有55个单位900多名科技人员参加的“黄土高原地区综合考察研究”是该项目中最大的专题。这也是建国以来,第二次对黄土高原大规模的综合考察。水保所有100多名科技人员参加了考察。该项目还包括设在黄土高原不 Soil and Water Conservation Scientific Research Forty years of water and soil conservation was established in 1956, is the Chinese Academy of Sciences in the northwestern region established one of the earliest research institutes. In the 1960s, a large number of scientific and technical personnel went deep into the area where soil and water loss in the Loess Plateau were serious. In 1973, a group of scientific and technical personnel went to the Zheshun Fangcun in Ansai, where the soil erosion was serious, and established the first scientific research point of the Institute. In 1974, the institute accepted the scientific test mission of planting seeding seeds in the Yanan area. By 1980, this experiment achieved important results. Deng Xiaoping and other central leaders made important instructions. Then, the experiment started on a wider scale in the Loess Plateau and achieved significant results. This achievement won the second prize of National Science and Technology Progress in 1986. In the early 1980s, the institute set up its scientific research base in Guyuan, southern Ningxia, and Changwu, Shaanxi. During the “Seventy-five” period, the State Environmental Protection Administration undertook the task of national science and technology project “Integrated Management of Loess Plateau”. The project includes 15 special topics. There are 55 units of more than 900 scientific and technical personnel to participate in “Loess Plateau region comprehensive study ” is the project’s largest topic.
