实施科学的内部管理和绩效考核是加强公安队伍正规化建设的重要课题。实施督考一体化,可以整合优化内部机构,促进工作的衔接,建立目标导向和奖惩激励机制,增强公安队伍的工作积极性。随着形势发展,实施督考一体化要处理好督察与职能部门、考核与激励、单位整体工作和个别民警问题间的关系。
The implementation of scientific internal management and performance appraisal is an important issue for strengthening the standardization of public security forces. The integration of supervisors and examiners can integrate and optimize internal agencies, promote the convergence of work, set up goal-oriented and rewards and punishment incentives, and enhance the enthusiasm of public security personnel. With the development of the situation, the implementation of supervision and examination integration should properly handle the relationship between inspectors and functional departments, assessment and incentive, the overall work of the unit and the problems of individual civilian police.
