随着浙江政务服务网建设的全面推进,在平台上形成了大量行政审批等电子文件,目前累计办件量已达3000多万件,亟需对其进行规范管理和归档保存。近期,浙江省政府办公厅出台《浙江政务服务网电子文件管理暂行办法》(以下简称《办法》),围绕深化我省“互联网+政务”建设和“最多跑一次”改革目标,对浙江政务服务网电子文件的形成办理、归档移交、保管利用、考核监督等工作提出了要求。现就《办法》中有关档案工作的职责、任务和要求解读如下。
With the all-round promotion of the construction of Zhejiang government service network, a large number of electronic documents such as administrative examination and approval have been formed on the platform. At present, the accumulated amount of office documents has reached more than 30 million pieces, and it is in urgent need of standardized management and archival preservation. Recently, the Zhejiang Provincial Government General Office promulgated the Interim Measures for the Administration of Electronic Documents of Zhejiang Government Service Network (hereinafter referred to as the “Measures”). Focusing on the goal of deepening the reform of “Internet + government affairs” and “running at least once” in our province, Zhejiang government service network for the formation of electronic documents, filing transfer, custody and utilization, assessment and supervision work put forward requirements.
