Although the implementation of the minimum wage system has raised the income of low-skilled labor, it has also led to the unemployment of low-skilled workers. In the game of thieves and guards, increasing the penalty for thieves, in the long run, does not result in the reduction of thieves’ stealing, but leads to laziness of guards. The non-linear effect of economic measures is due to the complexity of the social and economic systems and the limited rationality of human beings. In order to prevent this non-linear effect, the dynamic feedback mechanism needs to be adopted during the implementation of economic measures.
