一簸箕李灌区位于黄河下游,始建于1959年,3年后因土壤盐溃化停灌,1966年复灌。设计灌溉面积100万亩,有效面积60万亩,由于多种原因,长期未能充分发挥效益。在党的十一届三中全会后,面貌有了较大改变。主要表现在以下方面: (一)农业生产稳步上升灌前,灌区粮食亩产百余斤,棉花(皮棉,下同)亩产20余斤,1978～1980年三年平均粮食亩产353斤,棉花亩产38斤。实行生产责任制后,1981～1983年粮食亩产分别
