The book, The Economic Value of Education, is a monograph commissioned by the Ford Foundation to comment on the rapidly developing work on educational economics. The work entrusted to Schultz was a surprise, and the result was a concise and clear account of a complex subject, as well as an extremely useful and wide-ranging pre-1963 bibliography. As an economy, education emerges in the following three types of economic relations: (1) output as a function of educational industry production; (2) as an input to individuals, firms and the aggregate production function; (3) The amount of social welfare function. Schultz focused his attention primarily on the basic aspects of the second and third relations. These aspects are addressed in the structure of investment analysis, where costs and remuneration are linked. In discussing concepts such as cost, reward, and rate of return, and in reporting empirical work, Schultz makes a clear distinction between private accountants and social accountants, and the consumption and production components of educational investment returns.
