随着青岛市“三点布局,一线展开,组团发展”大都市框架的形成,城市建设步伐日新月异,城市空间的拓展和其功能的进一步完善,土地已变得寸土寸金,死人与活人争土地的矛盾日益突出。为此,2004年12月,青岛市民政局会同市国土资源局、规划局、林业局、公安局等部门联合下发了《关于加强城乡公益性公墓和骨灰堂建设的意见》(以下简称《意见》),具有里程碑式的殡葬改革,在全市城乡全面展开,成千上万随处可见的坟头被迁移、寄存或树葬、花葬、海葬,以社区、街道(镇)为主体兴建的公益性公墓和骨灰堂已分布全市。伴随着构建和谐社会和新农村建设的脚步,以绿色殡葬为主流的公益性公墓和骨灰堂建设已驶入快车道。
