一、进一步解放思想,深刻认识推进资本营运,整体搞活国有经济的重要性和紧迫性在全省国有企业改革中,武汉市走在前列。近两年来,武汉市抓住“优化资本结构试点”的机遇,确立了“从搞活单个企业向整体搞活国有经济转变,从适应性调整向战略性凋整转变,从产品经营向资本经营转变”的工作思路,为全省推进资本营运、资产重组、整体搞活国有经济,提供了经验。一是积极探索了各具特色的资本营运方式。主要通过“壮大集团,资本聚优;兼并破产,优胜劣汰;股权转让,存量变现;上市上柜,裂变扩张”等四种方式,推进国有资产战略性重组。二是积极探索建立了国有资产经营机构。通过组建市国有资产经营公司、行业性国有资产
First, to further emancipate the mind and profoundly understand the importance and urgency of promoting the capital operation as a whole to invigorate the state-owned economy.
