针对城际铁路投融资问题,采用规范研究的方法,在阐述现有融资模式的分类及具体执行模式的基础上,通过京沪高铁融资实例分析了我国目前城际铁路融资模式现状及存在问题,重点论述了PPP、ABS两种融资模式,提出赋予某具体线路的城际铁路融资主体的地位;放开经营性铁路票价和运价的管制;完善、透明分配与清算制度,公平对待所有投资者;健全与城际铁路融资相关的配套法律法规;与土地和物业联合开发等建议。研究结果对于拓宽我国城际铁路融资,提高资金使用效率具有指导意义。
In view of the problem of investment and financing of inter-city railways, this paper adopts the method of normative study, and on the basis of expatiating on the classification and the concrete implementation mode of the existing financing modes, analyzes the status quo and existing problems of intercity railway financing mode through the example of Beijing- The paper mainly discusses PPP and ABS financing modes, puts forward the status of financing main body of intercity railway which gives a specific route, liberalizes the control of operating rail fares and tariffs, improves the system of transparent distribution and liquidation and treats all investments fairly ; Improve supporting laws and regulations related to intercity railway financing; and land and property joint development proposals. The results of the research have guiding significance for broadening the financing of inter-city railways in our country and improving the efficiency of capital utilization.
