一、充分认识搞好文化体制改革试点工作的重要性和必要性加强文化建设、深化文化体制改革,是党中央审时度势做出的重大决策,是一项关系全局、影响深远的战略任务。自治区党委对文化建设和文化体制改革高度重视。为加强对全区文化体制改革工作的领导,成立了自治区文化体制改革工作领导小组及其办公室,并在自治区党委宣传部设立了文化体制改革和发展处。为贯彻落实中央关于深化文化体制改革的部署,按照自治区党委的要求,今年上半年,我们组织开展了广泛深入的调查研究,基本摸清了全区宣传文化系统的基本情况。组织有关部门考察了兄弟省区市文化建设和文化体制改革工作的做法和经验,在征求各方面意见的基础上,初步提出了《内蒙古自治区文化体制改革试点 I.
